Introduction: Core Skills Occupation List

Australia is making significant changes to its skilled visa program starting December 7, 2024. These updates aim to address workforce shortages, support employers, and provide clearer pathways for migrants seeking permanent residence. Two major initiatives will  lead this transformation: the Skills in Demand (SID) visa and the Core Skills Occupation List (CSOL).

Core Skills Occupation List (CSOL)

The CSOL is a modernized list that replaces multiple previous skilled occupation lists used for the Temporary Skill Shortage (TSS) visa. It includes over 450 occupations from key sectors such as construction, health, agriculture, and cyber security. The list is based on detailed labour market analysis and stakeholder consultations conducted by Jobs and Skills Australia.

The CSOL will play a critical role in the new system. It applies to two visa types: the SID Core Skills stream and the Employer Nomination Scheme (subclass 186) visa (Direct Entry stream). This streamlined list focuses on targeting the skills Australia needs most urgently.

Introducing the Skills in Demand (SID) Visa

The new Skills in Demand (subclass 482) visa will replace the TSS visa. It allows most migrants to stay in Australia for up to four years. Importantly, it offers a simplified process for both skilled workers and employers, aiming to boost productivity and support economic growth.

SID visa holders benefit from a clear pathway to permanent residence. This offers long-term security for migrants and a stable workforce for businesses.

The SID visa includes three streams tailored to specific needs:

  1. Core Skills stream – Most applicants will use this stream to address identified workforce shortages.
  2. Specialist Skills stream – This stream focuses on highly skilled migrants who can drive innovation and job creation.
  3. Labour Agreement stream – Soon to be replaced by the Essential Skills stream, which is still under development.

Core Skills Stream – Meeting Workforce Needs

The Core Skills stream targets applicants whose occupations appear on the CSOL and are experiencing shortages. Workers in this stream must earn a salary at or above the Core Skills Income Threshold, set at AUD73,150. This stream also honours international trade agreements that commit to sharing labour markets.

Applications for the TSS visa officially closed on December 6, 2024. However, any outstanding applications lodged before this date will still be processed under the current rules.

Specialist Skills Stream – Attracting Top Talent

The Specialist Skills stream highlights the government’s commitment to attracting highly skilled workers who can make a substantial economic impact. Applicants must earn a salary above the Specialist Skills Income Threshold of AUD135,000 and be paid no less than Australian workers in similar roles. Eligible occupations span most categories in ANZSCO 2022 but exclude trades, machinery operators, drivers, and labourers.

Migrants in this stream contribute significantly to national productivity, underscoring the value of investing in top talent.

Enhanced Benefits for SID Visa Holders

The SID visa comes with improved benefits compared to the TSS visa. Migrants gain faster access to permanent residency, as the required work experience is reduced by one year. Applicants only need one year of experience in their nominated occupation or a related field. The English language requirements remain consistent with the TSS medium-term stream.

These updates provide clarity and greater flexibility for both skilled workers and employers.

Transition for Current TSS Visa Holders

TSS visa holders are not left behind. They will still have pathways to permanent residence, provided they meet all the eligibility criteria. The government remains committed to supporting current visa holders through this transition.
