According to Australia’s chief medical officer, Prof Paul Kelly, Australia international borders might stay shut the foreseeable future. International travel, including migration is unlikely to resume any time soon:

Prospective international travellers, including Skilled migrant visa applicants might need to wait until the Australian borders re-open and the Migration program resumes. Only a very limited number of people are able to travel to Australia whilst the travel restrictions remain in place. These include Australian citizens, permanent visa holders and their spouses and children and applicants with job offers in occupations listed on the Priority list. Exemption to travel is required.
